The Haryana Affordable Housing Policy is a government initiative to provide housing for the economically and socially disadvantaged groups, low and middle income groups, and people below the poverty line in urban and rural areas of the state . The policy was notified in 2013 and has been amended several times to incorporate new features and incentives. Some of the main objectives of the policy are:
- To encourage the planning and completion of group housing projects wherein apartments of pre-defined size are made available at pre-defined rates within a targeted time-frame.

- To cater to the population not willing to own an accommodation owing to economic and social reasons by providing affordable rental housing complexes (ARHCs) for migrant workers and urban poor.
- To align with the Pradhan Mantri Awas Yojana (PMAY), which aims to provide housing for all by 2022 .
- To promote the development of retail real estate, which is expected to rise 43 per cent across seven major cities by 2027, with Delhi-NCR being a frontrunner in this segment.
